Decision- and action-oriented cartographic information has to reflect the real-world model of all information available. The measure of completeness takes into account the full semiotic content (syntax, semantics and pragmatics).

In this presentation, the concept of Situation is developed along with its necessary components for the derivation of action alternatives. Separation of the Context model from the Fact model is shown to be essential for clarification and comparability of decision alternatives.

Dynamic State variation as well as Generalization principles applied to the full semiotics level are outlined.
